Chapter One: Introduction
1.1 Background of the Study
Housing is a fundamental human need, yet Nigeria faces a significant housing deficit, with millions of citizens living in inadequate or substandard housing. Kafanchan Local Government Area (LGA) in Kaduna State is no exception, with a growing urban population and a lack of affordable housing options for its residents. The housing deficit in Kafanchan has been exacerbated by rapid urbanization, rural-to-urban migration, and a lack of adequate planning and resources. As a result, local governments in Nigeria, including Kafanchan, have a crucial role to play in addressing the housing crisis by facilitating housing development, implementing affordable housing policies, and improving living conditions for residents. Various local government interventions, including land allocation, provision of basic amenities, and collaboration with private developers, are central to tackling this challenge. However, despite efforts by local governments to address the housing deficit, progress has been slow, with persistent gaps in housing supply, especially for low-income earners (Adamu & Bala, 2024). This study aims to assess the role of local government in addressing the housing deficit in Kafanchan LGA, focusing on the policies, strategies, and challenges faced by the local government in providing affordable housing.
1.2 Statement of the Problem
The housing deficit in Kafanchan LGA remains a pressing issue, with many residents unable to afford quality housing due to the lack of affordable housing options, inadequate infrastructure, and the slow pace of housing development. Local government interventions, although essential, have not fully addressed these issues. The problem lies in the ineffective implementation of housing policies, the lack of coordination between the local government and private sector developers, and insufficient funding for housing projects. This study aims to investigate the extent to which the local government of Kafanchan has addressed the housing deficit and to identify the challenges hindering the successful delivery of affordable housing.
1.3 Objectives of the Study
To examine the role of local government in addressing the housing deficit in Kafanchan LGA.
To assess the effectiveness of local government housing policies in providing affordable housing in Kafanchan LGA.
To identify the challenges faced by the local government in implementing housing projects in Kafanchan LGA.
1.4 Research Questions

What challenges does the local government face in providing affordable housing to residents of Kafanchan LGA?
1.5 Research Hypothesis
Local government intervention has a significant role in reducing the housing deficit in Kafanchan LGA.
Effective housing policies by the local government lead to increased availability of affordable housing in Kafanchan LGA.
Inadequate funding and lack of infrastructure are significant challenges to local government housing programs in Kafanchan LGA.
1.6 Significance of the Study
This study is important as it provides insights into the challenges and opportunities for local governments in addressing housing deficits in Nigeria. The findings will be beneficial to policymakers, urban planners, and local government authorities in Kafanchan and other LGAs in Kaduna State, as it will provide recommendations for improving housing delivery. Additionally, the study will contribute to the broader discourse on affordable housing provision in urban and peri-urban areas in Nigeria.
1.7 Scope and Limitations of the Study
The study will focus on the role of local government in addressing the housing deficit in Kafanchan LGA, Kaduna State. It will assess the policies, strategies, and challenges faced by the local government in providing affordable housing. The study is limited by the availability of data from local government agencies and potential barriers to access in certain areas.
1.8 Operational Definition of Terms
Housing Deficit: The shortfall between the demand for housing and the supply of adequate housing units.
Local Government Intervention: The actions taken by local government authorities to address housing needs, including policies, programs, and partnerships.
Affordable Housing: Housing that is reasonably priced for low and middle-income earners, often supported by government subsidies or private sector initiatives.
